The city of Winston-Salem has a council-manager form of government. Under this system, the elected members of the City Council provide policy direction to the city manager. The city manager is responsible for implementing those policies and for overseeing the day-to-day operations of the city. The city manager also oversees the hiring of all city personnel with the exception of the city attorney. The city attorney and the city manager are hired by the City Council.

The City Council comprises eight members, elected by wards. The mayor is elected city-wide and presides at council meetings.
